PRSP
The Poverty Reduction Strategy Paper is a national document on how to manage resources to reduce poverty. It analyses the nature, the causes and the extent of poverty. The International Monetary Fund (IMF) and the World Bank require a PRSP before a country can be considered for debt relief or receive a loan or aid.
A handbook addressing everyone working in the field of disability that is non-governmental organisations (NGOs), service providers, professional associations, etc. has been fomulated. It provides information, resources and links with regard to important issues in the PRSP process.
A PRSP process consists of three main phases: formulation, implemenation, monitoring and evaluation. In the process of formulating the PRSP, the government organises participatory enabling discussions among stakeholders. It then sends the finalised PRSP to the World Bank and the IMF for approval. After the proposed plan has been authorised, the implemenation phase starts. Governments are expected to align their annual national budgets to the PRSP. The implementation phase normally lasts three to five years.
